2010-11 ACCOUNTABILITY PROGRESS REPORT
The California Department of Education reports both state and federal accountability results under the general heading of the "Accountability Progress Reporting" (APR).
State-required reports include Base and Growth Academic Performance Index (API) results. Federal-required reports include Adequate Yearly Progress (AYP) and Program Improvement (PI) results.
State API focuses on how well schools are making progress year-to-year, as measured by STAR tests. Each school has unique API growth target each reporting cycle.
Federal AYP results are reported in terms of how well schools and districts meet AYP criteria, also known as targets. No Child Left Behind (NCLB) requires that all schools and districts of the same type meet the same academic targets throughout the state, regardless of their baseline levels of performance. AYP targets increase every year until 2014 when all schools and districts must have 100 percent of their students performing at the proficient level or above on statewide tests.
The NCLB Act of 2001 requires that all schools and districts annually meet AYP criteria. Schools and districts that receive Title I, Part A, funds will be identified for Program Improvement (PI) if they do not meet AYP criteria for two consecutive years in specific areas.
